Manchester 2006 - "Knowledge cities: Villes du futur"
The EUROCITIES awards recognise outstanding achievement by EUROCITIES members in the delivery of local activities or practices which improve the quality of life for citizens and will be judged in the context of the theme of the annual conference. Entries are judged by an independent jury of five members from the thematic sector, academia, EU institutions, media and NGO. Jury members change every year.
Innovation: recognising innovation in the planning and implementation of activities or practices by a local authority.
Participation: for activities or practices of a local authority which are successful in actively promoting citizen participation.
Cooperation: awarding cooperation efforts undertaken by a local authority with partner organisations or cities.
Awards for innovation
Birminghamusic.com has been developed through ESF EQUAL funding to support local musicians and bands, particularly from disengaged communities, and also to provide a platformto profile and showcase Birmingham music to local and national audiences.
Birminghamusic.com is dedicated to showcasing both music and artists from one city, and at the same time providing information, publicity and services designed encourage new music talent and enable existing performers, promoters and music services to grow their businesses.
✭ WINNER - Dortmund: MST factory Dortmund
The MST.factory Dortmund is a unique competence centre and incubator for micro- and nanotechnology. It offers business support, qualification and infrastructure close to the industrial needs of small and medium-sized enterprises (SME) and start-up companies in the field of microsystem technology. The MST.factory Dortmund is part of a local cluster approach and an overall context of the local knowledge economy named "dortmund-project".
After the annual Europe-wide business competition "start2grow" the MST.factory offers companies the necessary infrastructure to develop prototypes. It supports especially young companies in their start-up and growth period and hence boosts the growth of the micro and nanotechnology cluster in Dortmund.
Gijon: Gijón is approaching – for a closer administration
In 2003, the Gijón Town Council, as the public administration closest to its citizens, companies and organizations, set up and launched a Plan, in collaboration with the aforementioned, to simplify and speed up services, thus bringing service provision closer.
The Plan has three fundamental pillars: reliable identification of the interested party/requester, reengineering of the processes carried out and multichanneling of service provision 24 hours a day, 7 days a week.
The identification of individuals and legal entities through the Citizen Card issued by the Gijón Town Council, the reengineering of processes carried out in collaboration with the individuals who actually use them, and the multichanneling of the Internet Citizen Folder and the network of Citizen Cash-Points are the solutions that have been implanted.

Birmingham: New Style Radio 98.7fm
New Style Radio 98.7 fm brings experience of higher education and knew technologies to one of the most deprived communities in Birmingham. New Style Radio 98.7 fm runs 24/7 with 100 volunteer broadcasters per week.
Boasting three state-of-the–art digital broadcasting studios, recording and production studios and two multimedia suites, the station works with schools, colleges, the statutory youth service, universities (including a unique pilot radio journalism course with The University of Central England), community and other organizations to engage people in hands-on radio training, music and multimedia experiences.
Developed by the African Caribbean Millennium Centre (ACMC), New Style Radio 98.7 fm recently ran a broadcast on the oral history of Caribbean people in Birmingham, an estimated 100,000 people tuned in.
✭ WINNER - Bristol: Campaign Creator
Falling election turnout is cited by many as evidence of the growing crisis in democracy. The Campaign Creator Project started with a different premise and an open mind as to what might be achieved. The Campaign Creator Project's starting point was that it is not a lack of opinions or ideas which leads to this sense of disengagement, but rather the lack of resources, guidance and encouragement for citizens to make their voices hear, and a lack of trust that anyone will listen when they do.
Campaigns start with people with ideas. This project set out to prove that by providing the right support, encouragement and access to tools, councils can help "people with ideas" to become credible community campaigners and in so doing, can show themselves to be effective community leaders.
Reykjavik: Public participation in revising the Local Agenda 21 of the city of Reykjavik
Since 2004, the city of Reykjavík has been working on revising its Local Agenda 21 (LA21) document. The first edition of the LA21 was endorsed by the City Council in February 2001, however, in late 2003, it was clear that a revision of the first document was due since over 90% of the projects in the first official document had already started or was completed. A new Local Agenda 21 for the city of Reykjavik was endorsed in May 2006 by the City Council based on the results from the following consulting process.

Cardiff: CLIK Cardiff (Connectivity Linking Innovation and Knowledge) – Cardiff Broadband Partnership
The Cardiff Broadband Partnership is a Cardiff Council led partnership project aimed at pro-actively pioneering the latest communications infrastructure in Cardiff to provide a leading-edge platform for the knowledge economy to flourish and grow within the city.
The project began in 2003 and involves close co-operation between the Council, the Welsh Assembly Government, Cardiff University and BT, to provide a rolling program of continuous improvement in the city’s ICT infrastructure, funded mainly by the private sector through effective partnership and co-operation.
The project’s main long term aim is to establish a position of ubiquitous high bandwidth broadband coverage, both fixed wired and wireless, for the benefit of the public sector, businesses and the citizens of Cardiff; to facilitate new business opportunities and new patterns of working and to improve Cardiff’s image as a leading location for knowledge based business activity.
Nottingham: The Science City
This bid will describe how Nottingham partners have cooperated to place innovation at the forefront of the city’s economic development strategy. The City Council has led a partnership including the city’s Universities, the private sector, enterprise and business support agencies, the East Midlands Regional Development Agency (emda), and surrounding local authorities that has culminated in being designated one of the UK’s new ‘Science Cities’. Key milestones have included establishing Nottingham’s ‘Biocity’; forming a partnership to oversee the co-ordination of innovation support services and infrastructure development; and securing a leading role in a range of European innovation networks e.g. Nottingham will host the 2007 ‘Nanofair’ – a European scientific and business network conference and exhibition.
✭ WINNER - Vienna: EcoBusinessPlan Vienna
The initial idea of the EcoBusinessPlan Vienna is a mixed partnership between administration, interest groups, companies and management consultants, who strive to improve regional environmental projects conditions by implementing as many voluntary and quickly amortizing environmental projects in companies as possible. The mutual benefit the individual parties can draw from this cooperation is a big incentive. Project partners are the City of Vienna, the Austrian Ministry of Agriculture and Forestry, Environment and Water Management, the Vienna Economic Chamber, the Vienna Business Promotion Institute, the Vienna Business Promotion Fund, the Austrian Trade Union Federation, the Vienna Chamber of Labour and of cause Vienna’s businesses. The paramount goal of this cooperation is to continuously improve effects on the environment and to better the competitiveness of enterprises.
